Biography —
Dylan Meadows is a Supervisory Special Agent with the FBI’s Crisis Negotiation Unit, specializing in cyber-enabled extortion and ransomware incidents involving international threat actors.
He deploys domestically and internationally to advise during complex ransomware events, kidnappings, barricades, and other high-consequence extortion matters. Grounded in traditional crisis negotiation principles, Dylan applies rapport-based communication, threat analysis, influence, and time-based negotiation strategies to modern ransomware incidents.
While fluent in the technical mechanics of ransomware, his work centers on the human dimension of extortion—threat-actor behavior, communication strategy, leverage development, and decision-making under extreme pressure. With a background spanning violent crime, counterintelligence cyber investigations, and enterprise-level ransomware threats, Dylan has led and supported investigations into prolific foreign-based ransomware organizations.
He regularly trains government and private-sector partners in disciplined negotiation strategy, crisis intervention, and risk-based response planning, helping organizations navigate ransomware incidents beyond purely technical or transactional approaches.
Dylan holds a B.A. in Homeland Security and Emergency Preparedness and an M.S. in Digital Forensics and Cyber Investigations.
